Granular User Permissions

Administrators need the ability to have better control over user permissions particularly when it comes to executing procedures. Often low level technicians need to be able to execute a procedure on an individual device or a group of devices. However, there's currently no method of providing this ability without also giving them the ability to deploy a procedure to every single device in the portal.
We need a way to allow users to deploy a procedure to individual devices or device groups, but remove the ability for them to select 'all devices' as this could seriously cause damage when you have an environment with hundreds or thousands of devices.

We have already suffered from this "All Devices" options and I agree that it must be looked at immediately. We should be able to control which users can use the All devices options and which cannot. In addition, i think the Run As procedure should also allow who can use the System account. currently when you run the procedure you can run as system and logged in user, the system account visibility/usage also should be controlled and in addtion we should be allowed to specify any user (domain / local) with password field to type the password for that account.
